AN ACT relating to administrative regulations and declaring an emergency.
Create a new section of KRS Chapter 13A to provide that administrative regulations which have expired or are scheduled to expire shall be null, void, and unenforceable; prohibit administrative bodies from promulgating regulations which are identical or substantially similar to the void regulations until adjournment of the 2003 Regular Session; EMERGENCY.
