HB 748 (BR 2517) - G. Graham

     AN ACT relating to state employee organizations.
     Create new sections of KRS Chapter 18A to establish qualifications for a state employee organization; permit the organization have reasonable, free-of-charge use of state owned or leased public buildings; permit utilization of the state payroll deduction process to collect voluntary member contributions.

HB 748 - AMENDMENTS


     HCS - Retain the original provisions of the bill except change the first provision which requires the state employee organization to have the right to represent any employee in the classified or unclassified service.

     HFA (1, C. Geveden) - Add language which would allow other organizations which exist for the purpose of supporting the rights and benefits of state employees to be permitted to utilize the state payroll deduction process to collect voluntary member dues.

     HFA (2, G. Graham) - Allow any association or organization which represents executive branch state employees to be permitted to conduct meetings in public buildings, recruit members on state grounds, and collect voluntary membership dues from its members; technical amendment.
