HB 837 (BR 2503) - T. Burch

     AN ACT relating to horse racing and declaring an emergency.
     Amend KRS 230.374 to establish how moneys in the Kentucky Health and Welfare Fund, Inc., will be allocated from July 1, 2002, through June 30, 2004; require beginning July 1, 2004, that half of the moneys from unclaimed tickets go to the Health and Welfare Fund and half for programs in the Cabinet for Families and Children; require effective July 1, 2004, that two percent of the moneys allocated to the Health and Welfare Fund be retained by the Kentucky Racing Commission; create the makeup of the board of directors for the Kentucky Health and Welfare Fund, Inc.; establish an appeal process for person aggrieved by the fund's decision; amend KRS 230.265, 230.3615, and 138.510 to require that two percent of the moneys allocated to the Kentucky Equine Drug Research Council, the backside improvement fund, and the thoroughbred and harness development funds be retained by the racing commission; amend KRS 230.550 to specify how state moneys allocated to the Equine Industry Program are spent; require that the program hold an annual symposium promoting Kentucky's preeminence in the state; establish a 15-member committee to oversee the symposium's agenda, subject matter, location, etc.; EMERGENCY.
