AN ACT relating to health insurance.
     Amend KRS 18A.225 to permit the Personnel Cabinet to accept bids from health insurance carriers that vary according to geographic region; direct the Personnel Cabinet to designate eight (8) regions for purposes of the bid process that are consistent with the Commonwealth's Medicaid regions; allow each region to be subdivided into no more than two (2) subregions, taking into consideration historical carrier participation in the region, historical medical costs, and membership counts; allow the Personnel Cabinet to require each carrier to bid on a combination of counties in which a minimum percentage of the covered population within a given geographic region or subregion resides.
