AN ACT relating to Kentucky youth scholars.
     Create new sections of KRS Chapter 186.400 to 186.640 to define "ACT," "Kentucky scholar," and "SAT"; permit a Kentucky scholar to apply for an instruction permit at the age of 15; amend KRS 186.410 and 186.450 to conform.
