HB 88 (BR 914) - T. Burch, M. Cherry, S. Nunn, S. Riggs, T. Riner
AN ACT relating to acts of terrorism involving chemical or biological agents.
Amend KRS 39A.050 to require the Division of Emergency Management to assess Kentucky's risk and preparedness to respond to acts of terrorism involving chemical or biological agents and to strengthen current preparedness and response strategies; amend KRS 39A.070 to require the director of the Division of Emergency Management of the Department of Military Affairs to submit an annual report of the findings of any assessments of the preparedness of the Department for Public Health to respond to acts of terrorism involving chemical or biological agents to the Legislative Research Commission and to the Interim Joint Committee on Health and Welfare; and amend KRS 211.005 to 211.285 to require the commissioner of the Department for Public Health to collaborate with the Division of Emergency Management to assess the preparedness of public health and other health care providers to strengthen statewide strategies to respond to acts of terrorism involving chemical or biological agents.
HB 88 - AMENDMENTS
HFA (1, C. Geveden) - Retain the original provisions of the bill, and amend KRS 39A.050 to include nuclear as an agent of terrorism.
HFA (2/Title, C. Geveden) - Make title amendment.
SCS - Retain provisions of original bill except add the Commissioner of Agriculture to those required to collaborate on the annual written report; add the Interim Joint Committee which handles military affairs and public safety to those the report must be submitted to; require the Division of Emergency Management to submit a report on the preparedness of the Department of Agriculture to acts of terrorism; include an assessment of animal health in the assessment of preparedness to respond to acts of terrorism.
