AN ACT relating to health care.
     Create new sections of KRS Chapter 216B to define "acuity-based staffing plan", "division", "hospital", and "long-term care facility"; require hospitals and long-term care facilities to provide acuity-based staffing plans to the division; require specific ratios for certain units; require monthly statistical reports; prohibit incentives for denial of care; provide protection from adverse employment actions; create Hospital and Long-term Care Patient Care Council; amend KRS 216B.990 to provide penalties for violations and deny Medicaid reimbursement to hospitals and long-term care facilities violating requirement for acuity-based staffing plan.
