HCR 26 (BR 1255) - J. Coleman

     Direct the Legislative Research Commission to establish a 24-member task force to complete a study to identify the barriers to quality end-of-life care, identify strategies to improve access to quality end-of-life care, identify ways to strengthen accountability to determine whether quality care is being delivered, and identify payment methods for delivering a seamless system of care; and require a final report submission by September 1, 2003.

HCR 26 - AMENDMENTS


     HCS - Retain original provisions, except increase groups from which the task force membership shall be chosen to include the Kentucky Association of Homes and Services for the Aging, and a representative of the Department for Community Based Services of the Cabinet for Families and Children.

     HFA (1, T. Burch) - Retain original provisions; require one of the House members appointed to the end-of-life task force to be the House co-chair of the Interim Joint Committee on Health and Welfare.

     SCS - Delete provisions relating to the establishment of a task force; direct the Interim Joint Committee on Health and Welfare to establish a subcommittee to study the barriers to quality end-of-life care and pain management; provide for LRC approval of the subcommittee membership; and designate certain governmental agencies and interested parties to be invited to provide input into the study.
