Require the Auditor of Public Accounts to audit the highway construction contingency account to determine if projects funded by moneys authorized for expenditure from the account by the secretary of the Transportation Cabinet are in accordance with the statutory purposes provided by KRS 45.247; require the Auditor to report the findings to the Legislative Research Commission by November 1, 2002, and make recommendations regarding statutory changes that would provide better accountability and legislative oversight of expenditures from the fund and that would ensure compliance with the statutory purpose of the fund.
