AN ACT proposing to amend Section 54 of the Constitution of Kentucky relating to recovery restrictions.
     Propose to amend Section 54 of the Kentucky Constitution to permit the General Assembly to limit noneconomic loss, punitive damages, and all other nonpecuniary damages, permit the General Assembly to prescribe the manner in which damages shall be paid; submit to voters.
