AN ACT relating to crimes and punishments.
     Amend KRS 525.125, relating to cruelty to animals in the first degree, to permit the court to order psychological counseling for a first offense and mandate counseling for each subsequent offense; amend KRS 525.130, relating to cruelty to animals in the second degree, to permit the court to order psychological counseling for a first offense and mandate counseling for each offense, add acts which do not constitute cruelty, permit a court to impose the fine for cruelty to animals for each animal which was the subject of the cruelty, increase second and subsequent offense penalty to Class D felony.
