SB 141 (BR 1964) - J. Denton
AN ACT relating to law enforcement personnel.
Create a new section of KRS Chapter 61 to prohibit residence requirements, other than residence within the Commonwealth, for peace officers; prohibit residence requirements for employees without peace officer powers of law enforcement agencies; repeal KRS 15.335 relating to residence requirements for police.
SB 141 - AMENDMENTS
SCS - Delete the provision relating to residence of sworn peace officers; delete repeal of KRS 15.335 relating to prohibition of residence requirement for peace officers receiving KLEPF funds; retain provisions specifying that there can be no residence requirement for civilian employees of a law enforcement agency; retain the provision relating to not requiring law enforcement agency employees, sworn or not, to be registered voters.
HCS - Retain original provisions; permit state and local governments to require law enforcement personnel to reside within the Commonwealth; and permit state and local governments to require such personnel to live within a reasonable distance to allow sufficient response time.
HFA (1, D. Ford) - Add and amend KRS 15.440 to provide that if a police chief in cities with populations equal to 2,000 or less chooses not to participate in the fund, the local government is not precluded from participating in the fund and that the remaining police officers shall still be eligible to receive salary supplements.
