AN ACT relating to county agricultural development councils.
Amend KRS 248.703 to directly allocate within thirty (30) days after determination of the amount to be allocated to each county based on the formula, the county portion of the agricultural development fund to the various counties; amend KRS 248.711 to establish the criteria used by the county agricultural development councils in considering applications for county funds; amend KRS 248.713 to grant the authority to county agricultural development councils to use these tobacco master settlement agreement moneys to fund local county agricultural and development projects under the guidelines established in Section 2 and Section 4 of the Act; amend KRS 248.721, outlining the duties of the county agricultural development councils, to include the duty of funding local county programs subject to the restrictions of Sections 2 and 3 of this Act; amend KRS 248.709, the duties of the agricultural development board, in relation to the county agricultural development councils to incorporate county plans into the comprehensive plan and advising county agricultural development councils about making county funding decisions consistent with the state comprehensive plan and the state funding decisions taken by the Board.

SCS - Retain original provisions of bill except amend Section 1 to specify that any unanticipated income from the Tobacco Settlement shall be retained for agricultural purposes; amend Section 4 to stagger the terms of the county agricultural development council members.
