AN ACT relating to state government strategic planning.
Create a new section of KRS Chapter 48 to require each program cabinet, the Department for Local Government, the Department of Military Affairs, and the Governor's Office for Technology to submit a four-year strategic plan to the state budget director, the secretary of the Executive Cabinet, and the Legislative Research Commission with each biennial budget request; define the components of the strategic plan; provide for a September 1 deadline for progress reports on the plan; require the state budget director to designate an entity to develop and implement a methodology for strategic planning and to develop a training course for state government managers; require the Governor's Office for Technology to maintain electronic strategic plan and progress report submission forms and to provide a public, searchable database.
