AN ACT relating to utilities.
     Amend KRS 278.180 to require a utility to give sixty days' notice to the Public Service Commission before making a change in a rate; amend KRS 278.190 to require good cause shown before the Public Service Commission may suspend a utility's rate schedule; permit the Public Service Commission to order a utility to maintain its records in a manner to enable the commission to inspect them for the purpose of ordering a refund regardless of whether the commission has ordered a suspension of the rate; make other changes to clarify language.
