     AN ACT relating to prescription drugs and declaring an emergency.
     Create a new section of KRS 205.510 to 205.645 to require the Department for Medicaid Services to apply for a Medicaid waiver for outpatient prescription drug coverage for seniors with incomes that do not exceed one hundred fifty percent (150%) of the federal poverty level, when the Federal Centers for Medicare and Medicaid Services provides an enhanced federal matching rate for prescription drug coverage for low income Medicare beneficiaries, contingent upon availability of state matching funds or when state matching funds are available at the regular match rate; create the Kentucky Senior Rx Program; require Medicaid to submit any necessary document to the Centers for Medicare and Medicaid Services within ninety (90) of the availability of the enhanced match rate, contingent upon availability of state matching funds; direct the Legislative Research Commission to establish a twelve-member task force to study strategies to create and fund a Kentucky Senior Rx Program; require a final report no later than November 30, 2002; EMERGENCY.
