AN ACT relating to countywide local telephone service.
     Amend KRS 278.545 to require the commission, after August, 1, 2003, to disapprove any tariff that include a long-distance toll for calls within the same county between two (2) or more telephone companies; require telephone companies that operate in the same county to provide extended area service plans that would allow for local calling within a given county; require that any tariff approved by the commission prior to August 1, 2003 shall be amended to provide countywide calling; permit the commission to grant an extension of time or modify the requirements for countywide calling due to geographic, technological or economic unfeasibility; permit the commission to require telephone companies to enter into negotiations for the provision of countywide calling if the commission deems the rates for countywide or extended area plans to be excessive or unreasonable.
