AN ACT relating to litter abatement.
     Create new sections of Subchapter 10 of KRS Chapter 224 to create KY-CLEAN, the Kentucky Commonwealth Litter Education Action Network; establish a KY-CLEAN Board in the Natural Resources and Environmental Protection Cabinet; provide for staff to KY-CLEAN board; assign duties and responsibilities to KY-CLEAN board and KY-CLEAN program; provide for county-level litter control and prevention advisory and coordination boards; establish a KY-CLEAN Fund; create a check-off on Kentucky individual income tax return forms to designate a portion of refund to the KY-CLEAN program.
