AN ACT relating to Medicaid dispensing fees and declaring an emergency.
     Amend KRS 205.561 to require report on dispensing medications to Medicaid eligible recipients by October 31, 2003 and every three years thereafter, include information on drug acquisition costs and fees paid by third party payors, report of effectiveness of managing drug costs and require the report to be reviewed by a pharmacy and therapeutics advisory committee that may be established; require research study to include factors that influence dispensing and acquisition costs and require sufficient sample size for study validity, compare differences in fees and costs among other states' Medicaid programs and commercial payors, and require a reasonable fee for dispensing prescription medications determined by findings of the research study, other states' reimbursement, and reimbursement used by commercial payors; EMERGENCY.
