SB 61/FN (BR 1315) - R. Sanders Jr

     AN ACT relating to energy savings in state government buildings.
     Amend KRS 56.770, 56.774, and 56.784 and create a new section of KRS 56.770 to 56.784 to redefine "guaranteed energy savings performance contract" and define "savings,""capital cost avoidance," and "operating costs"; include state-leased buildings in requirements; eliminate requirement that the state must own all improvements from the outset; standardize measurement and verification methods; authorize Finance and Administration to promulgate administrative regulations governing the terms and procurement of guaranteed energy savings performance contracts and require postsecondary institutions and other state corporations and agencies to adhere to those administrative regulations; require all guaranteed energy savings performance contracts to be approved by the Office of Financial Management; create a revolving loan fund in the Treasury for funding energy efficiency improvements.
