AN ACT relating to special spay neuter license plates.
     Create a new section of KRS Chapter 186 to create a special license spay neuter license plate, set minimum number of requests, set fees, and direct special fees to the Animal Control and Care Fund established by KRS 258.119. EFFECTIVE January 1, 2003.
