Amend Senate Rule 40 to add review of administrative regulations to the jurisdiction of the Licensing and Occupations Committee and change the name of the committee to Licensing, Occupations, and Administrative Regulations; amend Senate Rule 42 to provide that the A&R Subcommittee on Economic Development and Tourism, Natural Resources and Environmental Protection shall be authorized to review all personal service contracts and memoranda of agreement other than those issued by the Transportation Cabinet; authorize the A&R Subcommittee on General Government, Finance, and Public Protection to review capital projects and capital planning; authorize the A&R Subcommittee on Transportation to review all expenditures of the Transportation Cabinet and all contracts and memoranda of agreement issued by the Cabinet.
