HB 106 (BR 193) - R. Meeks

     AN ACT relating to the provision of services by county interlocal agreement and making an appropriation therefor.
     Amend KRS 15.460 to grant an extra $600 per officer to those counties entering into interlocal agreements for the provision of police services across county boundaries; amend KRS 95A.250 to grant an extra $600 per firefighter to those counties entering into interlocal agreements for the provision of fire services across county boundaries; amend KRS 95A.262 to grant an extra $1,650 per volunteer fire department to those counties entering into interlocal agreements for the provision of fire services across county boundaries, allow these fire departments to receive $12,000 in supplemental aid to replace damaged or destroyed equipment; amend KRS 311A.155 to require funding preferences be granted to those counties entering into interlocal agreements for the provision of emergency medical services across county boundaries, allow these EMS departments to receive $12,000 in supplemental aid to replace damaged or destroyed equipment, allow these EMS departments to deduct only 80% of the value of supplemental aid from the next year's grant; amend KRS 39B.020 to encourage the establishment of voluntary, regional, emergency service districts; amend KRS 39C.020 encourage the establishment of multicounty emergency management agencies, allow such agencies to receive state grants up to 60% of their operating budgets; amend KRS 258.119 to encourage the establishment of multicounty animal control programs, grant preferences to those counties establishing multicounty animal control programs; amend 224.43-500 to allow require that the Commonwealth pay 100% of illegal dump clean-up costs in counties that have entered into interlocal agreements for the provision of waste collection, disposal, or recycling services across county boundaries, decrease matching funds for state aid, in such counties, to 20%; amend KRS 177.320 to create a fund to aid counties that have entered into an interlocal agreement for the provision of road and bridge construction or maintenance services across county boundaries, allow any unused funds within this fund to lapse into the State Road Fund at the end of a fiscal year; amend KRS 75.440 to conform.
