HB 119 (BR 115) - P. Bather

     AN ACT relating to a study on the feasibility of a Faith-Based Community Development Initiative Program.
     Amend KRS 154.12-215 to include assistance to faith-based community organizations within the duties of the Department of Community Development; amend KRS 154.12-223 to create a Faith-Based Community Development Initiative Program within the Department of Community Development; create various sections of Subchapter 12 of KRS Chapter 154 to require the Department of Community Development to provide training and technical assistance to help faith-based nonprofit organizations to provide services for low and moderate-income families; provide grants to faith-based nonprofit organizations to support the provision of these services; expand the duties of the commissioner of the Department of Community Development to include the developing and planning of faith-based initiatives; establish the requirements for receiving assistance from the program; authorize the promulgation of administrative regulations; create the Faith-Based Community Development Initiative Advisory Board; establish membership, terms, and duties of the board; and create the faith-based community development initiative fund.

HB 119 - AMENDMENTS


     HCS - Delete original provisions; create noncodified language to direct the Legislative Research Commission to study the feasibility of establishing a Faith-based community development initiative program; require LRC staff to report its findings by November 1, 2003.

     HCA (1/Title, P. Bather) - Make title amendment.

     HFA (1, P. Bather) - Delete requirement that the Legislative Research Commission undertake a study of a faith-based community development initiative program; direct the Kentucky Housing Corporation to study the feasibility of establishing a faith-based community development initiative program.
