     AN ACT relating to services to individuals with mental illness, alcohol and other drug disorders, and dual diagnoses.
     Amend KRS 210.502 to add specified members to the Kentucky Commission on Services and Supports for Individuals with Mental Illness, Alcohol and Other Drug Abuse Disorders, and Dual Diagnoses and specify terms of membership; amend KRS 210.504 to permit commission to establish work groups, clarify duties, include strategies to increase public awareness and reduce stigma associated with mental illness and substance abuse disorders; require two-year workplan for the commission; delete the sunset clause; amend KRS 210.506 to specify participation on regional planning councils; amend KRS 210.509 to require councils to address regional barriers, workforce issues, community-based hospitalization, and housing options; require councils to report on the use of flexible funding to the commission; require recommendations each odd-numbered year; delete the sunset clause and requirement to recommend quality assurance programs; amend KRS 210.040 to require the Cabinet for Health Services to require quality assurance and improvement processes from all providers who receive public funds.
