HB 252 (BR 1044) - J. Draud

     AN ACT relating to national board certification.
     Amend KRS 161.133 and 161.134 to provide that the Education Professional Standards Board may decrease the rate of reimbursement towards the certification fee and other components if other sources of funds are being received for the same purpose; permit the board to limit the number of participants each application period based on the funds available.

HB 252 - AMENDMENTS


     HCS - Retain original provisions; add options for prorating some incentives when funds are more limited than needed to fully fund them; declare an emergency.

     HCA (1/Title, F. Rasche) - Make title amendment.

     SCS - Retain original provisions of the bill; create a new section of KRS Chapter 161 to provide that an applicant for emergency substitute teaching who has a bachelor's degree from an accredited institution shall be granted a certificate; amend KRS 164.530 to provide that the President of the Senate appoint three Senators with at least one from the minority party and the Speaker of the House of Representatives appoint three Representatives with at least one from the minority party to the SREB Legislative Advisory Council; provide that the President of the Senate appoint five members and the Speaker of the House appoint five members to the Legislative Work Conference that will include the Legislative Advisory Council members from each chamber; EMERGENCY.

     SCA (1/Title, R. Sanders Jr) - Make title amendment.

     SFA (1, T. Buford) - Create a new section of KRS Chapter 161 to provide that any applicant for substitute teaching who has a bachelor's degree from an accredited institution shall be granted a certificate.

     SFA (2/Title, T. Buford) - Make title amendment.

     SFA (3, T. Buford) - Create a new section of KRS Chapter 161 to provide that any applicant for emergency substitute teaching who has a bachelor's degree from an accredited institution shall be granted a certificate.

     SFA (4, E. Worley) - Permanently prohibit a member of the General Assembly employed by a regional university on the effective date of this Act from serving as president of that university.

     SFA (5, E. Worley) - Amend KRS 164.321 to specify that a board of regents appointee for KCTCS or a regional university who is appointed after June 1, 2003 becomes ineligible to serve if he or she assumes residency outside the 50 United States or the District of Columbia.

     SFA (6, E. Worley) - Retain original provisions of bill; amend KRS 164.321 relating to public university regents to permit a public university regent to live in the District of Columbia as well as in the 50 United States; create noncodified section to provide that a person holding office as a regent on the effective date of the Act is considered as to have vacated the office by operation of law; provide for enforcement by Attorney General if person does not vacate the office; EMERGENCY.
