HB 275 (BR 1093) - K. Stein

     AN ACT relating to safety and security officers at institutions of higher education.
     Amend KRS 165.950 relating to safety and security officers at public institutions of higher education to permit private institutions of higher education to employ safety and security officers; amend KRS 164.955 relating to powers of safety and security officers and departments to give such officers and their departments the same powers as public police departments including access to the Law Enforcement Information Network of Kentucky and National Crime Information Center; amend KRS 164.960 relating to requirements to be a safety and security officer to increase age of employment from not less than 18 to not less than 21 years of age; amend KRS 164.970 to permit public institution of higher education safety and security officers to carry concealed deadly weapons statewide and permit private institution of higher education safety and security officers to carry concealed deadly weapons when necessary for their protection in the discharge of their official duties; amend KRS 164.975 relating to powers of public institutions of higher education to control parking and traffic on their property to include private institutions of higher education but prohibit officers of private institutions of higher education from issuing state uniform citations or parking citations for violation of university regulations; create a new section of KRS Chapter 164 to require safety and security officers of private institutions of higher education to be certified peace officers; amend KRS 15.380 to require the Department of Criminal Justice Training to train private institution of higher education safety and security officers; require the private institution to pay for the training; amend various other sections of KRS 164.950 to 164.965. to conform.
