HB 310 (BR 1136) - M. Weaver, T. Riner

     AN ACT relating to driver training and declaring an emergency.
     Create new sections of KRS Chapter 332, regarding driver training schools and instructors, to define "department", "commissioner", "driver training", "driver training school", and "person"; require that operators of driver training schools and driver training instructors be licensed by the State Police; establish application procedures, fees, and requirements for granting of a license to operate a driver training school or act as a driver training instructor; require that schools post their licenses at the school and that instructors carry their licenses with them at all times they are on the job; make school and instructor licenses valid for one year, establish renewal procedures, and mandate that all fees for schools and instructor licenses be placed in a trust and agency account to defray administrative costs associated with the chapter; establish grounds for suspension, revocation, denial or nonrenewal of a school or instructor license; establish hearing and appeal procedure for license suspension or denial; establish record keeping requirements for schools and instructors; require the State Police to promulgate administrative regulations to carry out the purposes of the chapter; specify entities exempt from licensing and regulation requirements; establish fines for violations; EMERGENCY
