HB 370 (BR 1020) - B. Crall, R. Damron, P. Bather

     AN ACT relating to state employee health insurance and declaring an emergency.
     Amend KRS 18A.225 pertaining to the state employee health insurance plan to require the bid for proposals for calendar year 2004 to include a bid scenario that allows regional rating; direct that the regions shall be the partnership regions designated by the Department for Medicaid Services; provide that carriers shall not be required to bid on all counties in the region, but the carrier's bid must cover at least 75% of the state employee population of the region; provide that if a bid is accepted, the Personnel Cabinet shall award the carrier all of the counties included in the carrier's bid within the region; provide that a scoring component in the evaluation and scoring process shall be whether the carrier bids on the entire region.

HB 370 - AMENDMENTS


     HCS - Retain the original provisions of the Act; clarify that carriers may submit bids that vary by region for a given product; delete provision providing the bid does not have to be for every county in the region and replace with a provision that bids must cover all counties in a region; delete provision requiring the Cabinet to award the carrier all counties in its bid and replace with a provision that if the Cabinet deems the bids submitted are in the best interests of state employees in a region the Cabinet may award the contract for that region to no more than two carriers; delete the provision allowing a scoring component for bidding on all counties in a region and replace with a provision that nothing in this Act prohibits the Cabinet from including other requirements or criteria in the bid for proposals; EMERGENCY.

     HFA (1, R. Damron) - Make members retired from the optional retirement plan of the Kentucky Community and Technical College System eligible for insurance through the state group.
