AN ACT proposing to amend the Constitution of Kentucky relating to taxes and expenditures.
     Propose to create a new section of the Kentucky Constitution imposing tax and expenditure limits on state government; propose that expenditures not exceed previous biennial expenditures plus increases in population and inflation; propose to create a new section of the Kentucky Constitution prohibiting unfunded mandates against local governments and new local taxes.
