HB 389 (BR 1214) - F. Nesler, G. Stumbo

     AN ACT relating to quarter horse racing.
     Amend KRS 230.210 to include in the definition of "horse race meeting" quarter horse racing; amend KRS 230.377 to allow a track licensed to conduct quarter horse racing to receive simulcasts and conduct interstate wagering on certain quarter horse races and allow all other tracks to receive simulcasts and conduct interstate wagering on quarter horse races; amend KRS 230.3771 to set out a receiving track's commission on interstate wagering.

HB 389 - AMENDMENTS


     HFA (1, J. Haydon) - Add language authorizing paint horse racing; allow a track that conducts paint horse racing to receive simulcasts and conduct interstate wagering on all paint horse races designated as graded stakes races by the racing committee of the American Paint Horse Association; permit a track licensed to conduct horse racing to receive interstate simulcasts; and set out how the track's commission will be distributed.

     HFA (2/Title, J. Haydon) - Make title amendment.

     HFA (3, J. Haydon) - Amend KRS 230.377 to require that the number of live racing days awarded to quarter horse racing tracks constitute at least 20 percent of number of days that the host track receives simulcasts of quarter horse races from out-of-state; amend KRS 230.3771 to provide that the Kentucky Quarter Horse Racing Association allocate simulcast commissions to the quarter horse purse program in the state.

     HFA (4, F. Nesler) - Amend by adding a definition of the Kentucky Quarter Horse Purse Program; provide for separate commission splits on interstate wagering on interstate simulcasts of quarter horse racing, based upon either a licensed thoroughbred race track or a licensed harness race track; make conforming changes.

     HFA (5, F. Nesler) - Amend by adding a definition of the Kentucky Quarter Horse Purse Program; provide for separate commission splits on interstate wagering on interstate simulcasts of quarter horse racing, based upon either a licensed throughbred race track or a licensed harness race track; provide that when a quarter horse race is run at a Kentucky race track, the commission to the Kentucky Quarter Horse Purse Program shall be a certain percentage from the host track's purse share.

     SFA (1, G. Tapp) - Correct existing reference from the American Quarter Horse Association to the Kentucky Quarter Horse Racing Association.
