AN ACT relating to motorcycle titles.
Create a new section of KRS Chapter 186A to define "custom built motorcycle"; provide that a person with a custom built motorcycle must apply to the Transportation Cabinet for a vehicle identification number before applying for a certificate of title; require a person with a custom built motorcycle applying for a first certificate of title to provide the county clerk with documentation authenticating that 100% of the parts used to assemble the motorcycle are new parts purchased from either a wholesale or retail supplier that have never been used, proof of insurance, and other information the Transportation Cabinet may require by administrative regulation; provide that if the cabinet fails to promulgate a regulation governing custom built motorcycles that the only information that must be supplied to the clerk is the documentation authenticating the parts used to build the motorcycle were new and proof of insurance; prohibit the cabinet from classifying a custom built motorcycle as a salvage or rebuilt vehicle and prohibit the cabinet from subjecting a custom built motorcycle to the provisions of Chapter 186A governing salvage or rebuilt vehicles; amend KRS 186A.115 to conform.
