AN ACT relating to crimes and punishments.
     Amend KRS 514.040, relating to theft by deception, to specify that giving a cold check to a merchant for goods purchased or delivered on account is theft by deception; provide that the act does not apply with credit card transactions and does not apply where the local merchant's account has been sold to another person.
