HB 458 (BR 1445) - H. Collins

     AN ACT relating to oil and natural gas.
     Amend various sections of KRS 353.500 to 353.720, relating to oil and natural gas, to reaffirm the Commonwealth's authority over all aspects of oil and gas exploration; limit oil and gas spillage, venting or destruction whether or not on the surface; add owner notification requirement for permit extension; eliminate right to object or to seek mediation concerning permit extension; allow individuals acquiring a single well for domestic use to post bond by a combination of cash and a lien on the property; limit consent to drill closer than allowed to owners of interests adjacent to the proposed well and directly affected by boundary prescriptions; unknown or nonlocatable owners may be deemed to consent to pooling; make technical changes.

HB 458 - AMENDMENTS


     HCA (1, H. Collins) - Amend KRS 353.500 to affirm the power of local governmental entities to control their roads and rights-of-way.

     HFA (1, G. Stumbo) - Create a uniform, statewide permitting system for location and construction of natural gas gathering lines, Dept. of Mines and Minerals to administer.

     SCA (1, E. Harris) - Direct Department of Mines and Minerals to promulgate administrative regulations covering oil and gas exploration, production, development, gathering and transmission; require department to make quarterly reports to LRC concerning progress.
