AN ACT relating to insurance rates.
     Amend KRS 304.13-051 to require medical malpractice insurers to file rates with the commissioner of insurance; to authorize any person to initiate or intervene in any rate hearing, challenge the commissioner's action pursuant to KRS 304.13, and enforce provisions of KRS 304.13; to authorize the commissioner of insurance or a court to award attorney fees for consumer representation in proceedings pursuant to this section; require every insurer to enclose notices in policy or renewal mailings of the opportunity to join an independent, nonprofit organization which shall advocate insurance consumer interest and provide the method of establishing the corporation; require the commissioner to determine the enclosure content by regulation; prohibit appropriation by the legislature.
