AN ACT relating to the protection of a person's right to petition government and to speak freely.
     Create a new section of KRS Chapter 454 to provide for civil immunity for acts and communication made as part of a person's right to freedom of speech or to petition government, including, in a civil action, the right to assert the immunity by motion, to pursue an interlocutory appeal of a denial of the immunity, and to recover fees and costs where the immunity is successfully asserted.
