AN ACT relating to training for local elected officials.
Create a new section of KRS Chapter 65 to define local elected official as a county judge/executive, member of a fiscal court , the mayor or executive authority and all legislative body members in a city, urban-county, charter county and consolidated local government, require all newly elected local officials to attend and complete training relating to Ky. Open Meetings and Open Records laws as prescribed, require training to be provided by the Department for Local Government, permit local governments to reimburse local officials for the costs of the training, suspend salary or per diem of local officials until training completed as prescribed and require forfeiture of suspended payments as prescribed, and require training every 4 years for officials re-elected to the same or a new local office if training has been previously completed; amend KRS 147A.021 to require the Department for Local Government to provide the training as prescribed throughout the 1st year after each election of local elected officials, permit the department to determine the times and locations of the training, require training to be geographically dispersed and available at various times as prescribed, permit training to include both city and county officials at the same sessions and to be included in training sessions on other topics, require the department to maintain records relating to the training and to notify local governments of those officials in noncompliance, permit the department to charge fees to help defray costs of training, and permit the department to jointly provide or contract for the training with professional organizations or qualified individuals.
