HB 63 (BR 459) - M. Weaver
AN ACT relating to motor vehicle operator's licenses.
Create a new section of KRS 186.400 to 186.640 to allow the holder of a Kentucky operator's license or a new Kentucky resident whose driving privileges have been suspended in another state to obtain or renew an operator's license if the suspension is for an offense other than a felony traffic offense or habitual violator offense and the offense is more than five years old; specify that the license be stamped "VALID IN KENTUCKY ONLY"; require recipients of such licenses to sign a form stating that they understand they may be subject to arrest if stopped in another state while driving on the "Kentucky Only" license; require the holder of such a license whose driving privileges are restored to go to the circuit clerk to receive a new license; prohibit circuit clerks from issuing or renewing a license to any person whose license has been suspended in another state for any offense less than five years old; require that all offenses less than five years old be resolved before an operator's license may be issued; exempt CDLs from provisions of the Act; amend KRS 186.570, regarding suspension of an operator's license, to prohibit the Transportation Cabinet from suspending the license of a Kentucky resident for an out-of-state offense, other than a felony traffic offense or habitual violator offense, if the offense is more than five years old and if the license holder complies with Section 1 of the Act; exclude CDLs from the suspension provisions; amend KRS 186.440 to conform.
HB 63 - AMENDMENTS
HFA (1, M. Weaver) - Make technical correction.
HFA (2, M. Weaver) - Require an applicant for a Kentucky Only operator's license to be a resident of Kentucky for 5 years prior to application.
HFA (3, M. Weaver) - Require that application for a "Kentucky Only" license under Section 1 of the Act be made to the Transportation Cabinet rather than the circuit clerk.
SCA (1, R. Stivers) - Amend to create a new section of KRS Chapter 434 to criminalize certain conduct relating to the installation or reinstallation of airbags in vehicles.
SCA (2/Title, R. Stivers) - Make title amendment.
