Urge the State Police, Division of Emergency Management, Transportation Cabinet, Governor's Office of Child Abuse and Domestic Violence Services, and Governor's Office for Technology to develop, implement, and operate as soon as possible a child kidnapping information and coordination system designed to utilize the State Police as the lead agency in determining when child kidnapping information should be immediately made public and effecting its dissemination by the Transportation Cabinet through highway signs; the Division of Emergency Management through the emergency broadcast system; and the news media.
