Direct the Natural Resources and Environmental Protection Cabinet to rescind the KPDES general coal permit that has been amended to include a requirement for testing of oil and grease and reinstate the permit issued prior to August 11, 2003 that does not contain the additional testing requirement; require the cabinet to make future changes to the KPDES general coal permit by administrative regulation.
