Call on Kentucky's Congressional delegation to take action regarding the Federal Energy Regulatory Commission (FERC) and their proposed rulemaking on the Standard Market Design until meaningful cost-benefit analysis for regional and state-level impact has been completed; requires the Legislative Research Commission to conduct a cost-benefit analysis on the Notice of Proposed Rulemaking (NOPR) regarding Standard Market Design (SMD) for electricity restructuring; empowers LRC to contract for assistance in conducting the study; requires Kentucky's Public Service Commission and Energy Policy Advisory Board to cooperate in the NOPR SMD cost-benefit analysis.
