     AN ACT relating to motor vehicle insurance.
     Amend KRS 304.39-080 to suspend a person's driver's license, in addition to suspending the registration of the motor vehicle, for failure to maintain motor vehicle insurance; require all motor vehicle insurance policies to be issued for the identical length of time as the registration period of the motor vehicle; permit insurance companies to allow installment payments for motor vehicle insurance policies or a lump sum payment; provide for immediate notification to the Transportation Cabinet if a person defaults on an installment payment in order for the person's driver's license to be suspended and the registration of the motor vehicle to be revoked; amend KRS 304.39-085 to require insurance companies to report on all policies canceled or not renewed and delete reference to policies canceled at the end of 6 months; amend KRS 304.39-083 to delete references to temporary insurance and to allow notification for failure to maintain motor vehicle insurance to be through verbal or electronic communication; require a person to pay a $500 fee, in addition to other registration fees, if the person's driver's license is suspended and their motor vehicle's registration revoked for defaulting on installment payments or purchasing insurance and then canceling the policy before the insurance agent can send the paperwork to the insurance company; amend KRS 186.010 to define "proof of insurance"; amend KRS 186.560 to require the Transportation Cabinet to revoke a person's driver's license for failure to maintain motor vehicle insurance and delete reference to that happening upon conviction of a second or subsequent offense; amend KRS 186A.040 to reduce the amount of time a person has to provide proof of insurance from 30 days to 10 days; delete reference to revocation of a motor vehicle registration if the registration has been revoked 3 times within any 12 month period and make revocation mandatory for a first offense; require a county attorney to issue a criminal summons for persons that have been cited for failure to maintain motor vehicle insurance; amend KRS 304.99-060 to provide that a person that has a second or subsequent offense within a 5 year period for failure to maintain motor vehicle insurance shall have their driver's license suspended for 5 years; prohibit a court from discharging, suspending, or reducing penalties for failure to maintain motor vehicle insurance; delete references to showing proof of 6 months of insurance to a court and insert requirement of proof that insurance has been purchased for the identical length of time as the registration period for the motor vehicle; establish a penalty of a Class D felony for failure to maintain uninterrupted coverage for the registration period of the vehicle; amend KRS 186.020, 186.021, 186.180, 186.190, 186A.990, and 304.39-090 to conform.
