SB 123/CI (BR 1416) - G. Tapp, R. Stivers
AN ACT relating to sentence credit for state prisoners.
Create a new section of KRS Chapter 197 to provide that a state prisoner doing community service related work who does not receive a salary shall earn credit against the maximum expiration date of his or her sentence; amend KRS 197.110 to prohibit paying prisoners for their labor.
SB 123 - AMENDMENTS
SCS/CI - Rename inmate work program the Governmental Services Program; provide that an inmate participating in the sentence credit program receives half the wages of an inmate who is participating in the Governmental Services Program but not the sentence credit program; add sexual offenders to those not eligible to be in the program; delete amendment of KRS 197.110.
HCS/CI - Add subsection (10) to provide that state inmate labor shall not displace opportunities for other citizens in the areas of construction, building, or building maintenance.
