SB 145 (BR 1493) - J. Denton

     AN ACT relating to Medicaid and declaring an emergency.
     Amend KRS 205.6312 to remove the exemption of prepaid health plan programs, such as health maintenance organizations, from the Medicaid copayment requirements; EMERGENCY.

SB 145 - AMENDMENTS


     HFA (1/P, J. Lee) - Retain original provisions and add new sections to require the cabinet, if non-state general funds become available, to convene a policy group to develop a Medicaid Buy-In program for individuals with disabilities, require the first meeting by August 15, 2003, and prohibit use of funding for state employee expenses; specify members of the policy group to include advocacy organizations, individuals with disabilities, and representatives from state agencies; specify chairmanship and require Cabinet for Health Services and Workforce Development Cabinet to provide staff services; specify duties of policy group to include recommendations on program design; require policy group to have access to necessary data and comply with confidentiality requirements; permit cabinet to apply for federal grants to develop infrastructure; require a program plan to be presented to the Governor, the Legislative Research Commission, and co-chairs of the Interim Joint Committee on Health and Welfare by November 1, 2003.

     HFA (2/P, T. Burch) - Attach the provisions of HB 110 to SB 145.

     HFA (3/Title, T. Burch) - Make title amendment.

     HFA (4, R. Meeks) - Create a new section of KRS Chapter 315 to encourage the Board of Pharmacy to make recommendations to the Legislative Research Commission and the Interim Joint Committee on Health and Welfare for methods to reduce the incidence of delivery of adulterated, misbranded, deteriorated, outdated, or otherwise recalled prescription drugs to consumers.
