SB 157 (BR 1236) - R. Stivers, R. Palmer II, J. Turner

     AN ACT relating to commerce.
     Create new sections of KRS Chapter 367 to create definitions regarding mail order contact lens sales; require that certain information be included on a contact lens prescription; establish perimeters regarding an expiration date for contact lens prescriptions; require verification of contact lens prescriptions; establish when a contact lens fitting is complete and when a prescription may be written; require sellers outside of the state who sell, mail, or deliver contact lenses to a patient at a Kentucky address to register with the Attorney General and to possess a valid contact lens prescription for the patient; require all mail order contact lens sellers located outside of the state that sell contact lenses to Kentucky residents to annually disclose and to certify certain information to the Attorney General when they register; require the Attorney General to charge a fee for investigation and registration of nonresident dispensers of contact lenses; authorize the Attorney General to promulgate administrative regulations; allow for an administrative hearing and an appeal in accordance with KRS Chapter 13B; create a penalty in an amount not to exceed $5,000 for violations of Sections 1 to 11 of this Act.
