AN ACT relating to deterring the retail sales of alcoholic beverages to minors.
Create new sections of KRS Chapter 244 to require a person involved in the retail sale of alcoholic beverages to attend a Department of Alcoholic Beverages Control training class on identifying underage drinkers; require the Department to establish the content of the class; set a cost of $25 for the class; exempt a retail licensee from penalties imposed for selling to minors if the retail licensee's employees or agents have attended the class; permit the retail seller to retain the identification of a purchaser if the seller reasonably believes that a person is under 21 years of age and is using a fraudulent, false, or altered identification to purchase alcoholic beverages; require the retail seller to verify the suspected identification with local law enforcement; require that the identification be returned to its owner if the identification is not fraudulent, false, or altered; establish punishment for those minors who possess or purchase alcoholic beverages or misrepresent their age or use altered, false, or fraudulent identification to purchase alcoholic beverages; amend KRS 244.085, 244.990, and 186.560 to conform.
