     AN ACT relating to human service delivery program and declaring an emergency.
     Amend KRS 281.873 to establish criteria for requiring an escort for a person receiving human service transportation delivery services; permit any person receiving human service transportation delivery services under a Certificate Type 07 or Certificate Type 08 to have an escort; permit an escort for minors between the ages of 13 and 17; require that the escort be provided by the family or guardian of the person receiving transportation services; prohibit the escort from being charged a fare; EMERGENCY.

SB 168 - AMENDMENTS


     SCS - Retain original provisions; make technical correction.

     HCS/FN - Retain original provisions except add a definition of "qualified mental health professional"; add qualified mental health professional to the list of health care providers who are authorized to recommend the level of eligibility for a person receiving human service transportation delivery program services; delete the provision that permits any person being transported under a Certificate Type 07 or 08 to be accompanied by an escort; require that escorts be provided by the transportation providers instead of by family members of the person receiving transportation services; specify conditions under which the transportation provider may accompany a person to and from the vehicle; establish requirements for securing the safety of persons left in the vehicle while the driver accompanies another person to and from the vehicle; require an escort for persons under the age of 13 instead of under the age of 12; specify conditions under which the transportation provider is required to have at least one escort per vehicle; require any state agency that has been appointed as the guardian of a person receiving transportation services to ensure that an escort is provided by the transportation provider if an escort is required under the provisions of the Act.
