     AN ACT relating to state employee health insurance.
     Amend KRS 18A.225 to direct the Personnel Cabinet to establish negotiating procedures, quality standards, and cost goals to guide it in the active negotiation and purchase of health insurance for the state group; prohibit any entity participating in the state group from retaining any forfeitures from flexible spending accounts; provide for payment of a per-participant actuarial difference charge for employers whose retirees participate in the state group but whose active employees do not; require dependent health insurance premiums to be subsidized at a rate of 75% of the premium charged; direct the secretary of the Personnel Cabinet to develop, maintain, and implement a program and procedures to join a multistate pooling initiative in which two or more states work together to reduce the cost of pharmaceuticals; direct the Personnel Cabinet to actively pursue the consolidation of state employees into one preferred provider organization (PPO) plan, fully insured and self-funded, and include a report on the status of such pursuit in the October 2003 annual report, submitted pursuant to KRS 18A.226.
