SB 193 (BR 1767) - L. Casebier

     AN ACT relating to reorganization.
     Confirm Executive Order 2002-903, dated July 30, 2002, to create a new section to KRS 151B to establish the Kentucky Technical Education Personnel Board within the Cabinet for Workforce Development; set its membership and duties; create a new Section of KRS 151B to require the Department for Technical Education to have management and control of the state-operated secondary area vocational education and technology centers and all programs and services operated by those centers; amend 12.020 to conform; remove the State Board for Adult and Technical Education from existence within the Cabinet for Workforce Development; assign all duties and responsibilities associated with the State Board for Adult and Technical Education to the newly created Kentucky Technical Education Personnel Board; amend various sections of KRS Chapters 151B, 156, and 161 to conform.

SB 193 - AMENDMENTS


     SCS - Retain original provisions of the bill except provide that two members of the Kentucky Technical Education Personnel Board are elected by teacher employed by the Department for Technical Education's Area Technology Centers and three members are appointed by the Governor; provide that the terms of the members be limited to four years and shall end on June 30th of that fourth year; provide for the filling of vacancies on the board; provide that the election of the teacher representative be conducted by a written ballot, Internet balloting, intranet balloting, or electronic mail; allow teacher candidates to be present when the ballots are tallied; require all votes that are cast to be tallied by an independent entity; allow for representatives of both parties in a grievance procedure to be present at each step of the process.
