AN ACT relating to state employee organizations.
     Create a new Section to KRS 18A to allow an appeal to the Personnel Board to be held in Frankfort, Kentucky or at a suitable location within the state transportation district closest to the employees place of work; amend 18A.095 to require notification of an employees suspension to be provided for by a notice stating the specific reason for the suspension and allow an employee to be represented by an employee organization; provide for presuspension hearings before the board; provide that within five days of an employees appearance before the head of the cabinet or agency they determine whether to dismiss or suspend the employee or rescind the intent to dismiss or suspend the employee; amend KRS 61.878 to provide an exemption to allow the release of personal data to be allowed for certified employee organizations established in Executive Order 2001-623.
